Exceeded the number of registration attempts?

I just want to register in this forum, but I get this message:
"You have exceeded the number of registration attempts for this session. Please try again later."
I only went to http://newsgroup.xnview.com/profile.php?mode=register
and clicked that I'm over 13 years old....
And now??? I tried it several times, but I always get this strange message....
