Opens for me using XnView MP 0.93 and whichever non-recent version of Ghostscript is installed on my Linux Mint 19.1 computer...

Note that there is a known issue with the latest Ghostscript 9.50, said to be fixed in XnView MP 0.94.1 I believe, however earlier versions possibly including 9.26 which you say you have tried should work AFAIK, although you might test with a slightly earlier version.

There is also some history, not really fully investigated yet, of PDF files that open in other software not opening in XnView software, but that isn't the case here.

Note also that 32-bit versions of XnView software require Ghostscript 32-bit even on Windows x64.

Edit:

You might check that in the viewer File > Format settings... > Ignore read errors is enabled, otherwise perhaps a Windows 10 issue??

Please upload examples of PDF files that don't open here for Pierre to test...

Something wrong with locale/filename/path managing... if "unicode utf-8 for worldwide" is on.

Pdf's with filename or filepath in non english locale - problem.
But if rename it to "1.pdf" or/and move to "d:\" all works perfect.

I think this is probably the same issue as reported in this earlier thread:

Warning: 'Error opening the file'

Could you confirm that the same filename issue is present for image files in general, such as a JPEG file?

No. Only "Ghostscript" files.

Again, if utf-8 locale turned on in win 10 and filename in non english locale, XnView cannot open it!!!
XnView 2.49.3, GS 9.52.
If rename file to 1.pdf or s.pdf - all fine.

Example pdf in attachment (file from viewtopic.php?f=36&t=40435).

XnView Classic only claims partial Unicode support, and that recently added I believe, does a file with the same filename and an other extension than PDF open correctly? I doubt if it a Ghostscript issue, although it might possibly an interface issue between XnView Classic and Ghostscript...

However, as XnView MP has full Unicode support, do you have a reason for not using that?

With Ghostscript x64 presumably.

I've already tested ы.pdf in XnView MP 0.93.1 on Linux and it worked for me, a configuration issue maybe, but I don't know too much about that...

If your file doesn't open in XnView MP which has full Unicode support, I suggest that you concentrate on that and start a new thread in that section of the forum stating that the attached ы.pdf file doesn't open, that is more likely to result in a solution... :D

Edit:

Your file also opens for me in XnView Classic on Windows 10, so seemingly some configuration issue on your computer, but I still suggest that you start a new thread as above to increase the chances of an early solution, if you are unable to find the solution yourself.
