0.84b2: Draw Tool: Opacity doesn't affect fill of arrows

0.84 beta 2

In the Draw tool, when drawing arrows and then reducing opacity, the opacity of the arrow changes but not of the fill of the arrow.

The problem affects the fill of all shapes: Opacity is applied to outline but not to fill.
