IPTC template Unicode UTF8 Windows and Mac problem

My question concerns exporting an IPTC/XMP template to be used cross platform both on Windows and Mac.
I am using XnviewMP v 0.39 on both a 32 bit Windows platform and a 64 bit Intel Mac OSX.
In the Edit IPTC/XMP Save template… / Load template...
the IPTC Encoding is set to: "Use UTF-8 to write IPTC" box and the Default IPTC encoding is set to "Locale"
The resulting *.iptc file has, in both versions, the following first line:
<?xml version="1.0" encoding="UTF-8"?><!DOCTYPE iptc_template><iptc_template version="1.0"> which seems correct.
but the template does not correctly translate the characters on the "other" platform and when it is checked with a Unicode editor,
SC Unipad - Unicode Text Editor on Win XP and Win 7 and BBedit on OSX Lion, the characters are indeed incorrect.
Does anyone have any suggestions or advice? Thanks in advance.
