I think how files displayed relates to "use all formats" is an interesting topic. There are some needed questions though:
Is program really slower when entire base library of images is used?
If not, could exclude function make "Use All formats" less necessary"?
If it is slower, that is why I suggested replacing "Use All Formats" with input box. The base library would only increase a small amount while keeping other menus uncluttered. It would not be good to use "custom" for this, because that would disable "exclude" function which so many have requested.

I can't select some file formats and not some other, i have only 2 modes

OK, I think it is not an inconsistency, but XnView complication.

You had Use all formats unchecked. So PPS file is like Other file to XnView (also regarding Items Displayed). At the same time you had Open in XnView set for Open action for all Other files.
PPS was shown as Windows icon, as every unrecognized file in XnView. When you tried to open it with XnView, it properly reported it does not recognize such type of file.
