Sure! I can't post my actual Windows 7 laptop files since I have paranoia about Slovak government surveillance and EU privacy invasion.
So instead, here are Windows 10 Windows Sandbox Virtual Machine files (Screenshot of entire VM & app and xnview.ini file) and everything needed is shown and it happens even in fresh OS installations and freshly installed XnView MP which didn't honestly surprised me.
It's a PortableApps.com installation of XnView MP and the program version is 1.8.8 but it's 99% likely that the bug happens even in version 1.9.2.
I hope that you wont mind if I use external host. Link to all files needed:

there is no reason to use PortableApps.com
XnView MP is already available in zip archive and has setting to work from app folder

I just came to report the same bug.
XnViewMP 1.9.2 x64, Windows 10 x64
Whenever I open the application, the Catalog Filter panel is empty. To refresh it I need to close and open it again.
The bug doesn't reproduce on clean installation.

Reason I use PortableApps.com is only because I don't want to manually update individual portable programs and I want to have them in one place. ok, right when starting XnView, 'catalog filter' is empty. If you close/reopen it all is back. Even after a restart.
Do you have a way to have again empty content?

If you meant that after solving the problem manually in actual XnView MP instance and if it reappears constantly after restarting the app and starting new instance then, yes. It happens again even after user manually made the content of Catalog filter visible by moving the Catalog filter window or closing it and reopening it and then starting new instance.

Only dragging pane or switching to another pane helps
I cannot figure out the conditions that lead to this issue
but it always reproduces with attached ini files
