General - always on top - few improvements

XnViewMP 1.8.1 64bit
Windows11 (23H2), display resolution 3840x2160, win scaling 150%

Viewer/Browser - Always on top
command is only available for Toolbar/Context menu

Suggestion
  • add 'Always on top' command to Shortcuts (for Viewer/Browser)
  • fix app window blinking when enabling/disabling 'Always on top'
