XNVIEW startup error, install and INI

After unpacking zip for XNview (full version on Win XP) there is no installer so I just run XNview executable.
I get the msg 'InitialiseCriticalsectionEx could not be located...."
However XNview seems to run OK.
Any advice welcome about this error.

btw the xnview.ini has finally appeared after a bit of usage - very odd - so I can now add FormatSaveAll=jpeg
(I actually created an xnview.ini with this line but this has now been overwritten with the proper ini file)
This really needs to be an option to compress to standard jpg if many scans are being done quickly.
