Searching for correct coding for special characters

Trying to overlay text on images, and this starts to "fail" when it comes to ï, ç and more (the Capital C with the up-down caret ...). Now some I can fix by storing my .cmd file in a coding like UTF8 or ANSI xxx or OEM xxx. But the Capital C as mentioned ...

What code should be used to keep the chars as they are?
