If percentage is meant to be proportional to the image size then it didn't work.

It worked. My mistake was using whole numbers. But when I used 1.5% it worked.

As nearly as I can tell "unit %" scales the text based on the image's
height. Is this correct?
And if so, is there any way to scale text based on the image's
width?
