I played around with categories. There are some refresh issues with the category tree in the data pane categories.
I created a few new categories and subcategories.
I also drag and dropped a few around. And I also deleted a few.
1) Sometimes the dragged categories disappeared
2) Sometimes categories showed up twice in the tree at different locations
I wasn't able to reproduce it all the time. But it happened several times in a short period of time, so it should be able to be reproduced when messing around with it for a while.
One suggestion came to mind as well:
Drag and drop works for subcategories. But it is not possible by drag and drop to create from a subcategory a category (inserting between existing categories instead of beneath them). Such a feature could also be used to sort the (sub-)categories in a custom way.

Yes,
I was creating new ones and moving them by drag and drop.
When i closed XnView and restarted it, the categories where listed ok. Thus I still believe that XnView has them stored correctly internally, but somehow the tree doesn't get updated correctly while it's Content gets edited.
