1.4.5, 1.5.0b4: No ICC support for JPEG XL (JXL)

For JPEG XL (JXL) files there is not support for ICC colour profiles.

Effect: display glitch

To reproduce:
1. Turn on color management in XnView MP settings
2. Download and extract this archive: https://dl.dropboxusercontent.com/s/pth6ujyfey6sxsx/ICC_profile_JXL.zip
3. If ICC profiles work correctly, JXL files with ICC profiles should look the same as sRGB PNG files. They don't.

Actual behaviour (bug): JXL files with ICC profiles do not display correctly
Expected behaviour: JXL files with ICC profiles do display correctly when colour profile support is turned on

Additional information: Software that displays them correctly: GIMP 2.99.15 Development Build and Krita 5.2.0 Prealpha
