1.4.4 - viewer - categories - not possible to set / modify categories via properties

Windows11 (22H2), display resolution 3840x2160, win scaling 150%

Viewer - categories
not possible to set / modify categories via properties

To reproduce:
1. open any image in viewer
2. press alt+return
3. goto Categories tab

issue A
- not possible to assign any category (checkboxes are inactive)

issue B
- not possible to create 'New category' (only via Edit), same issue in Browser. Also not possible to drag subcat to root level.
- not possible to rename category via Rename (only via Edit)
- not possible to delete Other category

however maybe it is better to limit functionality for Viewer (since its "single image oriented experience"):
- Browser - full cats edit
- Viewer - only assign cats via checkboxes

issue C
- 'Merge with...' its just strange name
I would expect it to merge categories, eg cats A and B merged into single AB cat,
since this context menu is all about cat editing, but it moves all items from A into B instead.
So the correct naming would be something like 'Move items..'
