SVG support is dicey, screwy.
Effect: open a directory and files of SVG type are invisible. Double click on SVG file and get a white page. Drag an SVG file into the browser window and am asked if I want to move file...however, the SVG image is shown PERFECTLY.
To reproduce:
1. browse a directory of SVG samples,
2. double click on SVG file,
3. drag SVG file onto browser.
Actual behaviour (bug): 1. invisible SVG files; 2. white page for image.; 3. perfect image shown in drag process
Expected behaviour: 1. see all SVG files in the directory; 2. see SVG image; 3. given previous errors, see nothing.

Your bug report describes three different scenario (better split them, next time), so you get three answers:
1. No svg files in browser (correct)
By default, svg files are excluded from the file list. If you want to see them in the XnView browser, you have to remove them from the list of excluded file extensions. You'll find the Exclude list in Tools » Settings | Browser | File list, column "Exclude". Please remove "svg" from the list of excluded file formats.
2. No svg file in viewer ( wrong )
When double-clicking in Windows Explorer on an SVG file and opening it in XnView, the exclude list will apply and XnView will display an empty screen and not display the svg file. (I'm a guessing, here). I'd consider this a bug.
3. Drag svg file onto browser
I couldn't reproduce this one. When dragging the SVG file onto the browser, it moves the file to the folder currently opened in browser.
