Webp can't handle mega-long pictures?

I got some extra long screenshots(png) that want some compression by going webp. But it just fails. Converting to jpg/png has no problem.
I created a testing sample by taking a screenshot on phone and multiply it 10 times with GIMP on Windows. But it seemed too large to be uploaded.
The image canvas size is 1080x24000. Only a 0 byte file is generated and XnConvert says filed. Don't know if there is any detailed log files for this situation.

WebP supports a maximum of 16 383 × 16 383 pixels
