I know, there are different tags with different meanings, but are "IPTC: Country, Location, Country code, ..." really correct?

I read a little bit about IPTC and the definitions which stand (are should stand) behind the tags, and for me it is very confusing what is meant (for example) with "Location" and "Country" and "Country Code": Is it regarding the place of the image-content or the place of the photographer or the place of the copyright-owner or ... - and so on. This problem ("What we are talking about?") occurs in the terms of standard-definitions and in the terms of software-manuals and in the translated strings (manuals, dialogues,..). So maybe I should change my question to:
