need some consistency in navigation commands as file/frame are in Keyboard tab, Page are in Shortcuts tab
Suggestion
A - keyboard
- add modifier keys (same as for mouse)
- add file/frame/page navigation commands
issue of this approach - file/frame/page navigation commands are scattered in Keyboard and Shortcuts tabs
- sort items in comboboxes
B - shortcuts
- unify location of keyboard navigation commands
- move all commands in arrows/space comboboxes from Keyboard into Shortcuts tab
since there are already page navigation commands there
- 'Automatic navigation (file/panning)' may not work with this approach
I would set Panning to Ctrl+Arrows (like in Nomacs)

- add separate bindings functionality
so its possible to assign multiple keys to the same action (same as in ACDSee, Imagine)
