Not too sure: Controls is a rather general term, not too obviously related to keyboard and mouse, Switching mode is a rather opaque term and probably easier to locate as a separate tab...
These proposed changes would also break support on many existing forum posts in the short and medium term.

well, maybe combining all into single tab does not worth it
but I still like reworked Swithing mode controls

I am sure that in general we have very similar thought patterns in terms of desires to rationalise and improve...
But here I think that 'discoverability' is an issue.
