One mousewheel notch = 100% of thumb window?

One mousewheel notch = 100% of thumb window?
In the thumbnails view, pressing the mousewheel one notch moves the window 100% out of view. Should there be some overlap? I mean, shouldn't it move the field of view <80% up or downwards so you are sure where you were before?

Good morning. If miniatures are shown [1,2,3,4,5] spinning mouse wheel one gear/notch goes to [6,7,8,9,10] exactly. But, I think it would be more reassuring to see this:
[1,2,3,4,5] to [5,6,7,8,9]. You would then see nothing has been skipped when moving less than 100% of view at a time.
