Could you please check that you posted the intended files: I don't see any difference in the images for ICON.DDS opened in XnView MP, ICON.PNG and my PNG image from XnConvert. What am I missing?
The correct ICON.DDS is shown in the Windows Explorer via NvidiaThumbnailDriver. And in Paint.net 4.3.12.

I compared all three images in XnView MP tabs, so possibly that is why I didn't see any difference: I haven't tried creating my own NConvert PNG, I just used your file as downloaded.
I am normally in Linux, and in my as-brief-as-possible time in Windows I don't normally pay any attention to file icons, so I am not well-placed to help...
Maybe now you have posted test viewing conditions, someone else can comment?

The two XnConvert and NConvert output files looked identical to me in XnView MP, and in a quick look showed seemingly identical properties in Image > Properties.., so I don't know where the problem is arising.
As I suggested in a PM I sent earlier, I suggest that you place files named ICON.DDS, ICON_XnConvert.PNG and ICON_NConvert.PNG in a ZIP you can attach, and provide a test situation to reproduce the issue. Someone else may then be able to identify the problem.
