Transparent colors for drawing?

Is it possible to specify an RGBA color in GFLAx?

I have a colored map I want to draw transparent circles on to indicate populations, so I can see the town name under the circle.

What do you want to make??
He wants to draw a circle using a semi transparent colour (RGB Alpha).
