Liquid rescale is avalable into GIMP (a wonderfull Open Source)(even under Windows: Win32), with an additional plug-in (liquid rescale).
Under Window98: (set only a TTF font before install Gimp)
Go to Start\Settings\Control Panel\Display properties\Apperance tab(\Advanced if you're on Windows XP/2003), and set all fonts to Tahoma (or any other TrueType font).
under win2000, Xp:

Under win98:
GIMP for Windows (version 2.2.17) & GTK+ 2 Runtime Environment (version 2.6.10-20050823, for Windows 98/ME and NT4)
