In every version later than 2.36, XnView always starts with "High quality zoom" for Reduce and Enlarge enabled. Unchecking these settings only lasts until next restart. Each new instance of the program also has these settings automatically enabled.
How to reproduce: untick checkmarks next to "Reduce" and "Enlarge", press OK, exit XnView. Start XnView - they will be ticked again.

You're right. Sorry, it was a problem on my end.
XnView was set to use the INI file in application folder (C:\Program Files (x86)\XnView\) and it seems it can't save any changes to that file unless I run XnView in administrator mode (Win 10).
After changing to saving configuration in user folder or registry, there's no issues.
