The fact that xnview's initial state (when you don't have the browser set to open upon launch) is different from the viewer state (primarily in regards to menus and toolbars) creates quite a bit of confusion. Some tools/options are missing (even though they don't need an open file to be used), others are in strange new places. The menus should be the same in both it's initial state and when an image is open (just with the non-applicable options greyed out). The toolbar should either be the same, or at least give you an option to customize it (currently, only the viewer mode and browser mode toolbars can be customized).
