What about doing something like this? ...
In the Edit menu, make the Properties option mult-tiered:
Properties > File...
...................Image (Comment)...
...................Description...
...................Metadata > IPTC > View/Edit...
................................................Remove from image
....................................EXIF > View...
................................................Export > As text...
..............................................................As CSV...
..............................................................As XML...
................................................Remove from image
................................................Remove embedded thumbnail
....................................------------------------
....................................Remove All Metadata
(Sorry for all of the dots...I couldn't figure out nonbreaking space.)
Then, in the Properties dialogue box, include a tab for "Description", "IPTC", and "EXIF". The "IPTC" and "EXIF" tabs could just be grayed out if that data doesn't exist. Or maybe the "IPTC" tab is never grayed out; when someone clicks on it when there is no IPTC data, a simple dialogue box could open: "No IPTC data exists for this image. Would you like to add IPTC data?"
(BTW, I can't type anything into the Comment box of the Properties dialogue. Bummer.)
