Now you have a big problem, how to handle both of these competing interests. (In fact, I'd say far more people want them to work like gif/apng rather than multi-page tiff, from everything I've seen.)

Thanks for update! So, we can say that multi-image AVIF is still in "to be fixed" state, right?

the fix was to display correctly the first frame. Currently there are problems to get others frames with libheif

Has it something to do with issue 377 / issue 1371 ?
Why cannot you use libavif library ...

I just checked the file output.avif from ZIP I've attached above and I don't see any significant difference: I would expect that "Previous page" / "Next page" menu items are enabled and working properly navigating to next/previous sub-imge in output.avif .

Link to similar issue for ImageGlass. It seems that quite a few image viewers struggle with the same issue.

I have created AVIF file from the series of PNG images

If somebody could help me to locate XSusie.dll I will appreciate. Plugins.txt in XnView-win-full.zip (v2.51.4) reads:

Apply Image→Canvas size with width = 150, position = middle-left.

result.png
Result: Image is resized to 150px, but the 3px black line is added on the right side of the image on the beginning (border) of the extension area ...

I just noticed that on "problematic" Windows all Cyrillic characters in file view are displayed incorrectly, however they are displayed correctly in tree view.
Here is view for the same shared folder on "problematic" Windows 10:

I have tested on another Windows 10 EN x64 with English setting, and there is no issue (degree is displayed correctly). I don't know where exactly to look at, because I suppose that non-console applications should be Unicode, so this setting for non-Unicode programs should not affect them. I'll try ...

This is very strange / unusual. I have downloaded sample.jpg and GPS information is there. The file has size 2814 bytes and MD5 19f5d8932861f79b6f18f37673faa5e5. I have posted the file to Dropbox just in case. Exiftool output is the following:

Dear all,

I have XnView v2.48. It displays EXIF metainformation this way:

exiftool decodes it just fine:

[Composite] GPS Latitude : 45 deg 56' 7.86" N
[Composite] GPS Longitude : 8 deg 34' 31.23" E
[Composite] GPS Position : 45 deg 56' 7.86" N, 8 deg 34' 31.23" E

JPEG sample ...
