One way of achieving this would be to convert the multi-page TIFF to PDF, and then embed the PDF document into HTML, or to convert the PDF to SWF and embed that into a web page. Just found (german:) Kontakt-Abzug, english: contact-sheet, I think.
This is already near by a thumbnails-function.
